Safeguarding individual liberties and equality for all citizens.

Recognizing the Iranian nation's right to choose its future democratic form of government.

Unity Framework

The Twelve Principles

A concise framework for cooperation among freedom-seeking and patriotic forces.

1

National Revolution and National Government

We seek the overthrow of the Islamic Republic and the re-establishment of a national government in Iran, and we believe this goal can be achieved through a national revolution. We commit to working together for the victory of Iran's national revolution.

2

Territorial Integrity and National Unity

Iran is an indivisible and non-fragmentable country with one nation called the Iranian nation. Commitment to preserving Iran's territorial integrity and national unity is the common foundation and the first non-negotiable condition for any political cooperation to save Iran.

3

Rule of Law and Secular Democracy

We believe in and are committed to establishing rule of law in Iran on the basis of secular democracy that secures and guarantees fundamental human rights for all Iranian citizens.

4

The Right to Choose the Future System

We commit to defending the Iranian nation's self-evident right to choose the future system of the country through free, democratic, and fair elections.

5

Avoiding Violence and the Right to Self-Defense

On the path to the victory of Iran's national revolution, our preference is to avoid violence. Yet in the face of the Islamic Republic's organized and blatant violence, we defend the Iranian people's right to protect themselves and one another.

6

Pressure, Support, and Transitional Justice

We believe in the strategy of maximum pressure on the Islamic Republic, maximum support for the Iranian nation and its national revolution, and maximum defections from the Islamic Republic. Within this strategy we work together and commit to completing truth-seeking on all regime crimes and prosecuting human rights violators and perpetrators of crimes against humanity through a transparent transitional justice process.

7

National Interest and Global Cooperation

We believe that on the day after the Islamic Republic's fall, the Iranian state, to maximize national interest and secure regional peace and stability, must pursue dialogue, de-escalation, and cooperation with all governments around the world.

8

Market Economy and Prosperity

We believe in rebuilding the national economy within a market-based framework that creates opportunities for all Iranians. A national government in Iran, by creating favorable conditions for Iranian entrepreneurship inside and outside the country to flourish, will deliver welfare, economic growth, and sustainable development for the nation.

9

Fundamental Freedoms and Ending Discrimination

We commit to defending all fundamental rights and freedoms of Iranian citizens, including freedom of expression and media, freedom of the internet and information flow, freedom of religion and belief, freedom of association and assembly, women's freedom, freedom of dress, and other political, social, and civil liberties, and to striving with all our strength to remove religious, gender, and sexual discrimination.

10

Environment and Cultural Heritage

We are committed to protecting Iran's environment, wildlife, natural resources, and cultural heritage, and on this path we emphasize the important role of the national government alongside the public and civil society organizations.

11

Leadership During the Transition

Based on the broad will of the Iranian people, reflected in recent years in their slogans and messages, we recognize Prince Reza Pahlavi as the leader of the national revolution and the transition period until the formation of the first national parliament and the start of the democratic government through free elections, and we will fully support him on this path.

12

The Flag of National Unity

We regard the tricolor Lion and Sun flag of Iran, rooted in the long and continuous history of the Iranian state and nation, as the symbol of national unity and the flag of the Iranian people's broad struggle, and we will continue our struggle shoulder to shoulder under this flag.
